I have some information, but looking for any other factual back ground information in reference to the number(s) see PUPS arrows.
The first scanned image without the PUPS arrows shows the number in question right and proper correct orientation!
The scan with the PUPS arrows, I've reversed the image!

I have a friend who collects siderographer's initials in the selvage. I do not pursue them myself.

I've been collecting these 295's with the inscribed/punched numbers, asking any SOR member(s) do you collect these, reference the Pick up Points (PUPS) arrows?
