I have exactly the same problem and posted about it a while ago! I have two versions of the 50 denomination as in this quote from the other post: The 50 denomination is either #1220 or 1349. I have both but can't locate the 40 anywhere, with perfs or without. Maybe it was re-issued as a 40 as a label??
No one could tell me anything about the stamp, which is the same one you show, but I have a feeling it is something like a label! I can find no mention in either Scott's or Stanley Gibbons!

In the meantime, I found that 40 k stamp is a cutout from an envelope.
No other details, but I am still working on it.

Thanks Virgil, that's what I figured. Meanwhile I have it in my Minkus Russia on the same page as the two 50's with a comment saying "possibly a label". That's good enough to cover all possibilities!

Just received directly from a correspondent from Russia that the envelope with this type of stamp was issued in 1950!
