Yours is a pair of Scott# TD126, a Die Cut. When the Scott Catalog says "Die Cut" it means the stamps were just cut up straight without perforations.
This example of the design issued in 1996. I collect test stamps and this is the first I have seen them. Thanks for sharing.

I got this pair of USPS test stamps in nice little glassines but no identification. They were in a miscellaneous batch of freebies.
The catalog page is from the 2022 edition of Scott's U.S. Specialized. Interesting reading, but there's no mention of any imperforate versions.
I'd like to label it in my album with a Scott number -- or sell it to Sundman for six figures! -- whichever is more likely.
What the heck do I have here?
