Yes, these are Nepal Court Fee revenues issued in 1943.
They are listed in Barefoot's South East Asia Revenues catalogue.
The red star overprint is a control mark applied when the stamp was issued and the hole was punched when it was used on a document.
I believe the stamps in the original post have the following face values (but I'm happy to be corrected):
Row 1: 1 paisa & 2 paise
Row 2: 4 paise & 8 paise
Row 3: 15 rupees & 25 paise
Row 4: 50 paise & 75 paise
Row 5: 1 rupee & 2 rupees

I found these pages in an old collection that has been around for ages. Have no idea what country, of if they are really postage stamps. Anyone have any idea? I also have a second page of similar type, probably different.
