Date stamps used as those such as your example are commonly seen as a method of cancellation on battleship US revenue stamps. Scott does not mention the use of precancels on US revenue stamps.

Yes you are right.
This is an example where only the date portion was added. The business name was never applied (usually but not every time rubber stamped), so then this is the right and proper example of cancelled before usage on instrument! Interesting example would't you say!

How do you know it was cancelled before being used on the document, and not simply a block soaked off the document?

Edit: To provide some apparently missing context, this post was made in response to a subsequently deleted post that said "How do you know that what I said is not correct?"

I have other examples for the fiscal issues,
One block shows 3 or 4 diff. dates in right and proper date sequence, all without a business name.

Would or would not this block be an example of Right and Proper dated but never completed cancel? Sort of usage similar to a precancel!
