Date stamps used as those such as your example are commonly seen as a method of cancellation on battleship US revenue stamps. Scott does not mention the use of precancels on US revenue stamps.

Yes you are right.
This is an example where only the date portion was added. The business name was never applied (usually but not every time rubber stamped), so then this is the right and proper example of cancelled before usage on instrument! Interesting example would't you say!

One block shows 3 or 4 diff. dates in right and proper date sequence, all without a business name.

Would or would not this block be an example of Right and Proper dated but never completed cancel? Sort of usage similar to a precancel!
