Dr. Kilmer & Company unauthorized Propietary Revenue Stamps of 1898

Mr. Franklin Smith reported these in an article in Mekeel's Weekly Stamp News Jan 1909 and said they were precancels.

Mr. J. M. Brooks in 1914 stated these stamps were Provisional Revenue Stamps.

This debate has been going on for a long time, what do you think they are?
