They were issued at CAPEX 1987, the international stamp show that was held in Toronto that year.
Here is the new issue program:
They did the same thing at the show in 1978 CAPEX '78

I have a sheet of First Day of issue stamps, because they were stored in a cellophane sleeve they have stuck to the envelope that they were sent in, but my question has to do with a Canadian Postmark, on the first day of issue?
They do have perforations, but the scanner did not pick up on that.
Is this normal?
