The invoicing here doesn't list the countries. You shouldn't have any problem receiving payment for sales.
Sales of used Cuban stamps are legal. ebay and PayPal just don't want to get involved doing programming that determines which unused stamps are legal to sell.
To my knowledge there are no prohibitions regarding selling stamps from North Korea.
It should be up to buyers to decide and here they will. As for myself, out of respect to my Cuban friends here in South Florida many of whom had family members murdered by Che and Castro and all lost every possession, I wouldn’t buy post Castro Cuban stamps. There are plenty of buyers without these attachments and that is OK too. We can’t pretend that it didn’t happen.
You could try posting them here in the auctions/approvals!
I sell them on Ebay, just as "Korea". The buyer can work out which. Cuba is often listed as Spanish Caribbean.

Abstractist, if you click on the home tab above, then on Auctions or Approvals ( each has different terms of sale etc.) the process is explained. If you have problems just ask.
There are no fees to sell here, most sellers use PayPal, but also accept other methods.
Briefly, auctions run for the period you set up to the maximum allowed. They are just like normal auctions where the starting price is set by the seller and bids at increments as explained in the notes. You can also set a Buy it now price should you wish.
Approvals are usually priced per item on a page or per page depending on what you as a seller set, again the notes describe the process. There is a maximum of 30 pages per book, but you can put up as many books as you wish.

So what to do with these stamps from 2 prohibited countries?
I could understand not allowing stamps from Cuba once Castro took control, but the ones older than that have been banned as well for sellers in America.
I commented to their editorial board, that we fought wars with Vietnam and Germany and Italy and those are O.K. to sell seems kinda backwards?
What do you do with these stamps?

How would I go about listing them here if it was legal?
Oh and if you search on eBay there are hundreds of sellers selling stamps from Cuba, they change the wording just a little to fool the search engines.
Also I have found that eBay is also a good place to launder money.
If you search U S Stamps, go to sold, them click on Shipping and highest first, you will see many times a month a useless 3 cent Washington or 2 cent Washington sold for $25,000. And if you check the sellers feedback area they usually have less than 5 feedbacks.
