maybe the APO had one or both of these colorful hand cancels lying about; but it's not a postal marking

APO 860 was Reykjavik, Iceland from 1941 to 1947.
It's a pretty rare cancel.
Do any of our military cover experts know anything about the purple “V” over the “FREE” franking mark? Thank you!
