Someone had some unused ''Air Mail"" envelopes lying around loose.

This was not mailed in a regular Cleveland post office or drop box. It was mailed either on the train itself or in one of the smaller towns that were served by the railway mail service. My guess is, once the train reached a town with air mail service it would have been dropped off there and then sent from there to its destination via air mail.
this is not a spare air mail cover; it bears air mail postage (and double the cost of surface).
Antonio's thoughts might be on target; the Cleveland return address doesn't mean that's where it began its journey
This RPO cover has me a bit confused. It went from Cleveland Ohio to Chicago Illinois via the New York & Chicago RPO, but it is an Air Mail cover. Can anyone help me understand this? I'm not understanding the tie in between the RPO and the Air Mail.
