As a rule of thumb, is there a cut-off date that you use to stop soaking used stamps from paper ?

Most lick and stick issues were gone by 2004. However, a very few peel and stick issues will soak off, like the state flags of around 2009. Nothing since that issue will soak off. The stamps of the last few years do have less adhesive than the early peel and stick stamps.

The Scott US Specialized Catalogue designates which stamps are not soakable.
