Scott Catalogue lists O 129 at $ 15.00 used

And O 123 at 20.00 used.

I have both stamps on a First Day cover .

Are these considered used ?

They are used (favor canceled). However as relates to value, no.

Scott states, "Catalogue values for used (official) stamps are for regularly used examples, not for examples removed from first day covers."
