I don't understand why you continue to have problems with ebay's Global Shipping.
Just opt out of it.
For this transaction, cancel the order. Use some other excuse that doesn't reflect negatively on you.
Relist the items without Global shipping and send your buyer the item numbers

For a year or two, I sold on eBay, and had problems with a buyer in Germany. Experienced eBay sellers and someone in eBay support said to cite the reason for the cancellation as being "problems with buyer's address."
If that's still an option these days for sellers, that's what I'd use, because that's what the problem is here. You wouldn't be cancelling the order if the buyer were in the US.
OK, the moment of truth has just arrived.
I have just received 2 Ebay Orders from Singapore. If I combine Shipping and just put them in an envelope the International Postage fee is $1.45. Ebay wants $20.+ for Shipping. A couple of my friends say "Just stick them in an envelope and mail them to Singapore for $1.45." OK, HOW DO I DO THIS IF EBAY WON'T GIVE ME THE MAILING ADDRESS?? Ebay says I can cancel the Order on Apr. 28. As I concluded a couple of weeks ago, it looks like my Ebay International sales are over. Thank you.
