I remember reading somewhere that if they have NOT been used to pay for postage, then they are still valid. I cannot document that statement, however.

I’m no expert on postal regulations, but I’d recommend caution. If they are on paper they might be a skip - you know what I mean - didn’t get cancelled. I believe reusing those would be a no-no. Those no gum mint sheets that Bob mentioned are another kettle of fish. A full sheet would rarely be a “skip”.

I would interpret the above, If the stamps were not already used to pay for postage, they are allowed to be used as long as you do not tape over the face of the stamp. Skips are not allowed, and IMHO unethical.

I have just come across around $1,500.00 of mint US sheets ranging from 15 cent stamps to 29 cents.
These stamps were in WHITE ACE mint sheet files and water has made them stuck to the page protectors.
If these stamps are soaked, can they be used for postage? (Applying glue)
