I believe that’s a meter.
Just checked my shelf of Irish reference material and couldn’t find any info on meters. The Eire Philatelic Association will undoubtedly have something in the John Blessington Memorial Library for those interested in learning more about Irish metered mail.

The above is only half of a meter, the other part being the town mark which has the town name of origin and date of imprinting.
My guess is that this is catalog# BA2 made by Universal and nicknamed the Midget.

Sorry Antonio, I was being stupid, The conversion of a meter in length is approximately 39 inches, so half would be 19.5. Us oldies from UK use Metre rather than the USA meter, unless we are referencing gas/electric/fuel etc types.
Put it down to senility.
