The stamp along with Scott #B11 and B12 were issued by the Vichy Government in France, but were not placed on sale in New Caldonia.

Makes one wonder who would have had the time to designed and ordered the printing of French colonial stamps at such a turbulent period.
Scott's footnote says, "...issued by the Vichy Government in France, but not placed on sale in New Caledonia." How did the Vichy expect to deliver the stamps to New Caledonia? So how many were printed and what happened to the stock? It appears some stock survived the Vichy Government demise and WWII era.
Maybe some one can explain or further investigate. Vichy Government dates from 10 July 1940.
"In June 1940, after the fall of France, the Conseil Général of New Caledonia voted unanimously to support the Free French government, and in September the pro-Vichy governor was forced to leave for Indochina".
