I don't know, but if you sent the envelope directly without using the eBay Program, then the customer should recovery the $26.00 they were charged and mention that you did not authorize the charge. Ebay's relationship with Pitney and Bowes and imposing the global program is a real scam and it is worrying

I have just received a lengthy message from Ebay about their new "International Shipping" program. I assume that others have also received this message. It says that you will be "automatically enrolled". It also says that it "retains all of the elements of the Ebay Global Shipping Program." It cites 2 advantages. 1) Ebay will handle Returns at no cost to the Seller. 2 There will be no international shipping fees.
I read this about 3 or 4 times. To me, unless I am missing something, it says I won't be selling anything out of the country on Ebay. Looking at the only plus side I can see, it could drive more Buyers/Members to SOR. I assume that Hipstamp will reap more international sales also.
My opinion is that ebay means that you will no longer be able to place the international shipping rates because they will do it automatically, that is, they will take care of everything; The thing is to know if the rates will be accepted by the buyer because if they are high then sales will drop even more!
Oh for the Ebay of 1998...fees were reasonable...there was a closer relationship between buyer and seller..you could sell a cover for a buck and make a small profit. i do a lot of mailing to Canada..i hope it does not effect that..so far for Europe i am putting a $1.50 stamp on the envelope. If it gets crazy i will have to do only U.S. sales.
Did you see the announcement about the NEW "ebay international shipping"? I would like to think that all of my complaining about the Global Shipping Program has paid off. I still have one international Buyer who was charged $26.+ Shipping, even though my Listing clearly shows that I did NOT authorize the Global Shipping Program. I mailed the stamps to him directly, bypassing the Global Shipping Program in KY.
