Barefoot (2004) : St Petersburg Police Pass 34 issued c1885 (if perf 13½) price £1.50 or 41 issued 1890 (if perf 11½) price £5.00.
Forbin (1915) : St-Pétersbourg Police Urbaine 22 (perf 13½ - perf 11½) price 10 centimes.

Pat myself on the back, I was able to find the following on Colnect. The stamp is a Russian Revenue Stamp issued by the city police department for residence permits. According to Colnect, it was issued imperf in 1865. However as you can see, my copy is perforated.
It is not in Scott, but is Barefoot RU-MU SP-PP24 and Forbin RU SP-PU14. Since I have neither of those catalogues, my question is when perforated and is there any value?
