This issue is known on unwatermarked paper, so could possibly be printers paper marking.
If anyone has a GB specialist catalogue maybe they can give a more correct answer.
This is part of a "POSTAGE" marginal watermark.
Here's a nice example of a mint strip currently on sale online:

A fellow collector in the area sent me these pictures. For some reason this common KGV issue appears to have a strange watermark. The letters in the watermark are double lined "O S".Could this be part of the paper makers watermark? Or is it something else?
