I've seen these on U.S.A. issued stock certificates.
Unknown if there is a resource of background information for these.
I offer a guess, (sorry wish I had factual background on these), I don't collect great britian, my guess is that they are somesort of receipt that a revenue fee was paid.

Most definitely collectable, these are the first revenue stamps of their kind. First issued Imperf in the mid-1850's and from 1870 perforated. They were in use until the 1920's.
Your selection have been cancelled with over embossing dies which have date plugs (day, month, year). There were a number of different issues with design change, watermark etc. Yours look like the pale grey-blue types stated in the Barefoot catalogue of Great Britain revenues. The Blue types were in use from 1887.
