United States/BOB & Other : R73A Layout Position Dot?

Is this a position dot that is used for layout of the printing plate, or is it just some stray mark?

See the Pick Up Points (PUPs) Arrows.

If this is a position, can they be found in other positions on the right and proper positions on the printing plate?

I've attached two images, one without PUPs, and one with PUPs!

Yes. For engraved stamps Post Office departments in the USA and other countries used dots to help lay out a sheet and indicate where the die was to be impressed into the plate.

My guess is that it is a position dot because it is in line with the left border. I don't know how much this issue was plated so it is just a guess. Can't tell until another stamp shows up with the same mark.
