Yes. For engraved stamps Post Office departments in the USA and other countries used dots to help lay out a sheet and indicate where the die was to be impressed into the plate.
My guess is that it is a position dot because it is in line with the left border. I don't know how much this issue was plated so it is just a guess. Can't tell until another stamp shows up with the same mark.

Is this a position dot that is used for layout of the printing plate, or is it just some stray mark?

If this is a position, can they be found in other positions on the right and proper positions on the printing plate?
