There was a guy in New Zealand who sent me stamps and the envelope arrived without cancellations, in a note he told me to return the stamps and I sent him a message that he would not send anything because I paid the postage but if he paid me my postage and the regular mail to send it, yes I would return it, he never answered me. By the way, the doorbells already looked battered, he must have used them several times. The stamps can be reused but it should not be, it is a matter of scruples, I would not do it and it is illegal.

To re-use a stamp that has been through the mail is against the law in the UK. However as the staff of Royal Mail are poorly trained and overworked they do not have the time to examine every stamp.
I received a parcel from a well known Stamp company and it had a £10 Britannia stamp, several other smaller denominations and a couple of them overlapped the bottom left hand corner of the £10 stamp. When I soaked the stamps off the parcel I discovered why the stamps had overlapped the £10 stamp......It had been previously cancelled.
I've seen in kiloware where people do not even soak the stamps to reuse (I think these days only a stamp collector would know you can soak stamps). They just snip around the previous paper and use glue or something to stick them to the new envelope.

it is ILLEGAL in the US to re-use postage regardless of the stamp's state.
I have translated this from a german site :
Can I redeem stamps and use them again?
No, that's forbidden. Nevertheless, many people put envelopes in warm water and thus detach the stamp. Deutsche Post recognizes this and charges up to 50 euros in postage.
Used stamps can be identified by analyzing the paper in Deutsche Post's sorting centers.
Since February 2021, Deutsche Post has also been issuing postage stamps with a matrix code (see below).
Reusing detached stamps becomes impossible because each individual stamp is digitally canceled.
Maybe more countries can and will do this.
Also in Belgium you can not use stamps twice.
What the penalty is in Belgium I do not know.

If you want a visit from the R.C.M.P., by all means, go ahead and soak them off and re-use them.

I'm probably too honest to do this but I'll still ask the question. I notice that most of the mail I get that has actual stamps used shows up with the stamps untouched. Or are they? Is there some invisible little mark on the stamps, possibly only visible with a black light, that keeps a dishonest person from soaking and reusing the stamps? Just curious!!
