But I think any attached setenant stamps properly used is a big bonus; on a registered cover, double big bonus; and all of a piece (not the usual mishmash of discount postage one might expect) from a relatively small country

This is a St. Vincent Philatelic Service cover. The stamps are quite common used on their covers. They used regular airmail covers to send new issue bulletins, and registered them when sending shipments of stamps. I have often bought several hundred of these covers in large auction lots.
Of course, they issued so many of these stamps on various themes that it would be quite a challenge to collect them all.

St. Vincent has a reputation for issuing surplus wallpaper, but back when Caribbean kiloware was more readily available lots of certain definitives did turn up postally used. I do not know if I have ever seen too many commemoratives or the individual islands issues postally used except for the Philatelic agency's mailing. In fact, I remember reading an article in one the stamp magazines about some of the issues not actually be accepted on the islands to be used for postage.
As far as value I do not know. If I were looking through dollar cover boxes at a stamp show I probably would not hesitate to buy them.
