Following the Croatia listing of #81 in Scott, you will see this note;
"From 1951 to 1972, 44 labels were circulated by a Croation Government in Exile. These had no postal value."
Printed and distributed by the "Croatian Government in Exile" in Uruguay. While true that they had no postal franking value, they do have value to topical collectors of the 75th anniversary of the UPU. There is a 2001 UPU specialized catalog published in Netherlands that mentions that there were only about 1,000 sets printed. I have seen this set sold on various venues for US$25 to US$50.
I found a listing on eBay that in my opinion was quite a bit over priced:
