No wonder the post office has problems...the norm used to be they were delighted to sell you stamps ! I have a year or so of discount postage left.
I am not surprised that there are some that do not get word or do not understand. As someone who had been involved in training, it is amazing what people understand.
You are fortunate that the PO even had them. Both of our local POs are very slow to order new issues, preferring to use up their existing stock rather than add to it. Such is the curse of forever stamps. Why order new when the old are just as valid? The only exceptions seem to occur with Priority and Express Mail stamps.
by that logic, no forever stamp should ever be sold as there will be a rate hike on the horizon
kinda reminds me of the Senate
The Exton, PA post office here in town tries not to use stamps. They are quick to print a tape to add to your package. I asked if we could add stamps instead and they said they didn't keep broken sheets for use.
I do the annual mailing of postcards for my model car show. I went to this post office several years ago and asked for 12 rolls of the postcard rate stamp. They had zero! They did order them for me but I had to wait a few days.
And right before Christmas they had a sign on the door that they were all out of stamps.

I thought if US postage stamps were officially issued (first day of issue over a week ago) and the post office had them in stock, they have to sell them to a customer who walks up to the window and asks for them.
Yesterday I went to my local post office and asked to purchase a sheet of the new school bus stamps and a sheet of the new red Fox stamps. Both were issued January 5, 2023.
The employee told me they were in their safe and could not be sold until the rate change which she said is January 22. I said that they were both issued nationwide last week. She repeated the story about not being for sale. I gave up and today went to the main post office in a bigger city where the employee happily sold me a sheet of both stamps (yes they were in the safe somewhere in the back of the building and I had to wait but she didn’t give me any problems about it).
Never had this happen before. Usually they can’t sell me something because they just don’t have it
