No they are not regummed.
The half cent gum looks appropriate for the issue and it is so cheap a stamp that nobody would bother.
The 8c gum is also very normal and while it shows the "gum on the ends of the perfs" that one looks for to discover regumming, it is only at the top and is a result of the heavily applied and over-moistened hinge.
The "hairs" at the ends of the perfs on both stamps are a good sign too.

Rather difficult to determine with the these photos, but if you just want a guess they have been regummed.

The half cent looks fishy. The 8 cent is very thick compared to others in this series. What do you experts think?
