i'll look at my Czech stamps, but I am thinking it's the bottom of another CTO cancel.
Not from CTO, I found another one from 1988 on a MNH stamp. This one is on the bottom.

I suspect the marks are for printers to line up the sheets when perforating same.
Edit. Or maybe where the stamps are printed in more than one colour and need to be run through the press again, it will ensure a degree of accuracy as to getting the extra colours in the correct place.
These crosses do seem to be for perforation reasons or for centering the stamp. I checked some of my s/s and found these. Just never noticed them before.

Discovered this Czechoslovakian stamp from 1963 with a centering cross just below the upper Perfs.
Left side normal, right side with cross.
