They are 1948 Provisional Overprints. Scott #10N1-10N16. Value $6.80 used set and $4.20 mint. Never Hinged $10.
Edit to add: I believe they are Michel #166-181 located under General Issues for the Entire Soviet Zone (Allied Occupation). It also mentions that bogus overprints are extremely common.

I think Mel was on the right track with the "Berlin" overprint, but the various numbers indicate specific regional (district) usage.
BTW, at a conference just after my old company bought a German firm we all eagerly gathered business cards from district managers whose titles we found hilarious in English - e.g. "Lothar Leichenberg, Bad Durkheim Bezirker" (i.e. "Lothar Pile-of-Corpses, District Manager for the Region of Bad Durkheim").
No offence to my German friends, just 50 year old men acting like 9 year old boys...
