In Canada I have never paid tax on stamps received from other countries with or without a customs declaration.

As far as i know there is no duty tax on stamps for collector between US and Canada. But, there might be a sales tax to pay by your Canadian receiver. Usually anything of $20 or less just go thru the system easily. Anything up to $50 might or might not pas thru freely. At a $200 declared value, it will most likely be intercepted and charged with PST and GST from 5% to 15% total depending on the province. You can help your client by checking the gift box on the form, this way the first $60 will be exempted. Or you can declare a much lower value but in this case you wont be able to insure the shipment for its real value. And finaly there is always a chance that the envelope just go thru the system like butter and no one pays anything.
Please note that i,m not an expert but this is what i have experiment so far with my buying from the U.S.A.

I wonder this as well. I've recently had a business sized envelope with $500 declared on the customs declaration. They came with no extra charges. I was indubitably impressed that I didn't have to pay anything extra.
Did somebody send a letter with stamps to Canada, filling USPS Customs Declaration #2976? I would like to determine two things:
1. Letter weight is 3 oz. Declared value of the stamps is $200 or something similar. What would be my cost?
2. What would be the tax paid by the Canadian recipient for such amount?
