Here is Wells Fargo & Company Express, Shippers' Forwarding Receipt Book (Freight and Money).
This book has 50 pages of usages, all right and proper, except 2 improper postage stamps uses (only 1 scanned image of the improper usage)
The Postage Stamp is 279 one cent Green, all other 1898 Revenues R163r one cent blue.
It appears Wells Fargo & Company had run out of the right and proper revenue stamps and used a regular postage stamp in place. This is an example of an Improper Usage (not illegal usage).
Scanned front and two inner pages, and image of one page of improper usage, and close up (enhanced) image of 279.
