according to the "Canadian Stamps with perforated initials" from Johnson and Tomasson, in the Addendum "B" they tell:
"In O9, the third and fourth hole from the end of "s" are vertical or close to vertical. In O8, these two hole are further apart and definitively not vertical..."

EDIT If you count the holes on the vertical leg of the letter H it will be either 4 holes or 5 holes.
