Perfins and cancellations are not damage. Damage would be tears, thins, stains or missing perfs or other parts of the stamp. Some people might consider postmarks that obscure large parts of the stamp to be damage. I don't consider hinge remnants or pencil marks on the back to be damage - pen maybe, depending on the amount. Then you have repairs and re-gumming to consider! Anything that alters a stamp from what it should be, like adding an overprint, I consider to be damage as well! A lot of revenue stamps have cut cancellations or large holes punched in them, that's not damage but does decrease the value. My opinion...

For that reason, damage on revenue stamps is often accepted as the norm, though usually does result in a reduced value as delineated in the catalogs, such as cut cancels and perfed initials. Hand cancels on regular postage stamps greatly diminish the value, but on revenue stamps hand cancels are the condition valued.
