12% Hydrogen Peroxide was used. I would never us this on any stamp!
I believe that since the strip didn't seem to be tied to the label by it's postmark that the whole thing was manufactured to increase it's value and to hide the fact that the strip was creased and ripped. At least that was the opinion of the dealer.
I have a NS #3 bisect on part of a cover and the only reason I feel fairly safe is that the postmark runs over from the stamp to the piece. But even that can be faked with a bit of work!!
