I would think the retired books go back to the person that submitted them.
I imagine they declined them.
Retired APS Sales books, at the selling member's choice, can be placed into the Clearance category at the additional discount for the entire book from the net remaining sales book value as the seller states. Most sellers put that discount around 50%. Figure that most initially price the stamps in the books at around 50%, and then there's an addition 50% clearance discount, that can be a pretty good deal.
I have had my retired books in Clearance, and the extra sales are nice. I have also requested clearance book direct circuits, and have found some amazing bargains. When you request a Clearance Circuit, you get to state which areas you want the books from. You can make notes to help the APS staff select the right books for you. The web page where you make the request also tells you how many clearance books there are for each category. It is a buy the entire clearance book at the clearance price. There is no picking from the books. After 18 months unsold Clearance books are returned to the selling member, or donated to the APS if the seller requests.
Clearance books are also available at the APS as Phil stated.
The APS could post the old book pages (or even new ones) on SOR in the approvals section and try to sell that way! The SOR solution is far better than the circuit book approach. Of course they could do the same thing on hipstamp soon.
If the circuit book overhead is too high they could end the service like the sales division.
This year in Bellefonte i was made an offer i could not refuse...discontinued APS circuit books ...i took 30 some of them and they had perfectly good 5 ,10 and 20 dollar stamps...since they came back unsold...it was my gain. I am going through them and taking what i need..the rest will end up here at a small percentage of catalog...i do not mind sharing...i add lots of stamps to my collection and will probably get my gas money back.
