Attached are two examples R173 & R182, there must be a lot of these out there someplace, perhaps in your collection.
I checked the Boston Book, no mention!
These two inscriptons are somewhat similiar to the Battleship Revenue Series and the Pan American issues.
I've never found any reference to these inscriptions anywhere, for the Commerce Series of Revenues Dollar Values (1898-1902).
