The reason for some 1898 Series Revenue Stamps ($1 & Higher) having 3 cuts. The reason is IAW Treasury Dept. Decision dated 1 Dec 1899, effective 15 Dec 1899, "When affixed mutilate stamp by cutting three parallel incisions".

Attached is two examples one right and proper with 3 cuts, the other dated 1902, without 3 cuts, IAW Treasury Dept. Decision, this stamp is missing the proper cancel.
