Ok, quick definitions.
Off-set, in this case "it is the picking up on the gum of a mint stamp of some printing impression from another stamp or illustration on a stamp album"
Set Off, "Ink transferred during or after printing from one sheet to the back of another and which then shows the design in mirror image"
