Luxembourg, O3, O15, O33 depending on, colour and printer.
Scott notes "Forged overprints abound".
Edit O3 is actually rouletted so you can rule that one out.
I'm a bit leary on the overprint it does not look quite correct, but that could be age and fading.

This stamp has already been featured here and replies given.

I shall repeat that it is O15 and cat value for used is $120.

The stamp is so badly damaged that it is almost worthless.
