Place the decoder directly on the stamp.
Skateboarder has word "GNARLY" in lower left corner
BMXer has word "RAD" between biker's left leg and front tire
Snowboarder has word "SWEET" at an angle off upper left corner of "USA 33"
In-Line Skater has word "PHAT" to the left of "USA 33"
Move the viewer around a little while it is resting on the stamp until you find the "sweet spot" where the image shows up the best.

I was trying to see the hidden 3D images on the Extreme Sports pane 3324a using the USPS decoder. I'm not sure how to see it or where the images are supposed to be. Do you hold the decoder away from the stamp or place it on the stamp? Do you need a magnifying glass?
