Obviously, perforation count and watermark are the ultimate determiners.
However, if I had to guess, would say the bottom stamp is 1965-67, Fifth Issue, P 10.5, WM 353.
And the top stamp is either 1957, Third Issue, P11, WM316. Or 1963, Fourth Issue, P10.5, WM 349.
Be on the look out for interesting cancellations and other markings.
These postal tax issue can form the basis of an interesting (and affordable) sub-collection.
A couple of similar design with different face values were used for tax on telegrams, so a side collection there too.
This thread pertains to those issues identified by Scott as RA 1 - RA 11.
These are the "Red Lion and Sun" issues produced from 1950 - 1976. Usage included telegrams, parcels, and registered mail.
The stamps relate to an obligatory tax, the beneficiaries of which were the "Red Lion & Sun" (predecessor of the Red Crescent) and the Tuberculosis Aid.
Amassed a small pile of such stamps, so time for the perf gauge and watermark tray.
As is often the case, ended up with issues not listed in Scott. However, was fortunate to locate a very informative online resource:

For example, the First Issue (1950) (offset litho, unwatermarked, perf 11) is actually a three-stamp set. RA 1 and RA 2. Plus a third stamp (brown and carmine, 2r25).
Or a 1962 "Provisional" issue (WM 316, P11, overprint).
