Take a look at the list that Alyn is suggesting at https://americantopical.org/Checklist-Topics. You can go to a very low level detail on this list of topicals that the ATA provides which I feel would be too much detail and too difficult for the seller to use. I suggest, as Alyn does, that we use the high level groupings that you can see in this link e.g. Americana, Anatomy, Animals, Architecture, Art, Authors ... etc. Can you all live with this list?

Tim, it's a good start. I would prefer seeing two categories instead of "Transportation". They would be "Ships" and "Trains". Also "Butterflies" and "Reptiles" may deserve categories outside "Animals". I'm just basing this on what the stamp issuing authorities seem to produce, not on my collecting interests.
How will any change affect/effect those that use the Bulk Uploader currently?

How would Africa, British Commonwealth, Transportation, fit into a two section already prepared and used by a Seller fit into the current Bulk uploader?
Bulk Uploads already prepared would become useless if a three section category was introduced. Or would it?

A good question about the Bulk Uploader. I haven't thought that through yet, but it is something that will have to be addressed. There will be some extra fields that will have to be added to the Bulk Uploader file.

The simple answer is make the sellers put eg"Transportation" in the Title or Description and Buyers would only have to put in a Keyword in the Search function and their desired items would pop up.
As it does now.
If you type in the Keyword "Space" up pops almost 100 items to choose from. The really wise Sellers put a Keyword in the title, the wise put it in the description and the not so wise fail to put a keyword in at all.
If one were to name and list the acceptable sub section titles then sellers and buyers would find it easier to list and search.
The benefit of this is that no major changes are required to the programming.
Please remember the Country List and the Category List in the Bulk Uploader may also have to be changed if you introduce sub sections /new sections.
Just thinking about the Bulk Uploader in reference to the suggested Topicals Subcategories, the Topicals category is usually only used as a secondary category. If we made it so that the Topicals category could not be used in the Bulk Uploader, the problem (as far as the Bulk Uploader is concerned) goes away. No real changes would be needed.

d1stampers point was that the majority of items in the Topicals category had no topic. The majority of items in the Topicals category are from a couple of "Bulk Uploaders" therefore, under your suggestion, these "Bulk Uploaders" would not be able to list in the sub category which surely defeats any reason for putting in sub categories at all.
My view remains that any adjustments are completely unneccesary. The majority of items in the Topicals Category have the "Topic" in the Title or the Description and if members use the Search function then they can find "Trains, Planes and Automobiles" !
The simplest and easiest way around this "so called problem" is to clearly define what Topics MUST be used and MUST go in the Title or Description when Listing an Item in the Topicals Category at all. 99% of Sellers would adhere to the list of Topics, only the numbskulls would not. Buyers would also know what Topic to use as a Keyword in the Search system and if they cannot be bothered to use the Search system then TP. (their problem)

I was just looking at the Topical category in Auctions. There is listed over 3,000 lots. It appears most are from 2 sellers and do not mention what the topical they relate to.
If possible Tim could the topical category have a sub category listing the main topic. When listing a lot to topic you must pick a sub category. You would not be able to only pick topical without selecting a topical sub category.
