If you follow the USPS rules, stamps are commercial items (sold). However, they cannot easily enforce it when the mailing is not visibly different than a letter (meets lowest rate).
If you present to a clerk as merchandise, they will want to add a customs form. One clerk at my post office did not even seem to care about it unless it did not meet the the 1/4-inch thickness.
I don't know what the International flat rate of $1.35 is but I mail stamps on a daily basis (100 stamps at time) for the first class overseas rate of $1.30, never had any problems. Collect and remit VAT? gimme a break!
I have never used a customs form (red flag for "steal me") on international mail in 1oz letters. Never had a problem. While I have an extreme dislike for the USPS, my post office is terrific!
