Discovered two resources which I found to be particularly helpful regarding 1940 and earlier issues. The catalyst for my research was the various "sentinel lion" issues as well as the various "coat of arms" issues, the first set of which appeared in 1913.
Catalogo de los Sellos Postales de la Republica de Paraguay y sus Derivados. Considered by many Paraguay specialists to be the "bible". Compiled/published by Victor Kneitschel. Believe the original publication date is/was 1947. Hardbound. Original printing: 1,000 copies.

Believe Kneitschel was a Buenos Ares dealer of the 1940s and 50s. Learned of Kneitschel from his various Argentine philatelic writings/publications.
Copies of this limited release catalogue appear periodically on the resale market. Fortunately the catalogue is available as a free download through various sources.
Also of interest is Joe Hahn's Paraguay Handbook. Limited B&W illustrations. English. Here again, this resource focuses on releases into the 1940s.

Am unclear as to when Hahn's handbook was published, and whether or not printed copies were produced.
Believe it was intended as a "companion" volume vs a stand-alone resource. Offers insight into printing/release dates, observed usage, and some varieties not included in Scott.
