As you probably already know, since Russia is one of your areas, the base stamp is Latvia 1919, part of a series never issued. As to the overprint, I'm not sure, but I'm sure someone who reads Russian or is good at "Google Translate" can finish this off. I was probably no help at all, but what the heck?

Thanks Harvey: My Cyrillic (Russian) and use is mostly limited to my collecting interests. However, the over-print translation appears to read: "Edinstvo N Svoboda."
The overprint is "Unity and Freedom".
Unable to identify. Need classification please. Thanks.
