This was in my dad's collection. Never ID'd by him. Based upon the high cost (10 shillings), I'm assuming non postal, but what?

As far as I can tell it is 1899 revenue(Jamaica of course) but sadly instead of being square with perfs all around someone has cut it to shape, so only a spacefiller.
