If the color is present, even one pixel, then it is not a color error. Couid be faded, as violet easily fades from sunlight, or the color was washed out.

The ink on the numbers is thicker. May have slowed down any fading.
This appears to be an official stamp from Egypt, SC#92. However the design in the center of the stamp is suppose to be violet blue like the numbers. The color is missing from the design but not from the number.
