this appears to be a King Alfonso XII Cuba stamp which more closely matches the newspaper stamp design. However with the overprint I can not find any match in the catalogues. Image Not Found

Thanks for the help. Could never read what was under the overprint. Never thought to look for it under other Spanish colonies.
