Per Stampworld, the blue paper is pretty clearly blue, so white paper would be my guess.
Ya, the blued paper can be a challenge to distinguish.
Here are a few stamps from my collection:
Back side of stamp is shown below front side.
The stamp on the right (Sc #4, the 4p brn red), is clearly on blued paper. It has to be, because the 4p imperf was only printed on blued paper. Take note of the margins around the stamp design on the front side.
The stamp on the left (Sc #6, the 1p blue), is clearly on white paper.
The stamp in the center (Sc #2, the 1p blue) appears to me to be on blued paper, but it is not as evident as the stamp on the right. The distinction between white paper and blued paper may be complicated by the blue ink of the stamp design showing through to the back side.

I'm leaning towards blue on white paper.
I fully understand this is a tough way to determine actuals.
