They appear to be issued specifically for collectors. They are not listed in SG but they are mentioned in the appendix as 'being issued in excess of postal needs, or have not been made available to the public in reasonable quantities at face value'.
Tanzania has a long history of this and I assume that it is simply an exercise in raising foreign currency or a panjamdrum at the national postal service supplementing his personal retirement pension pot.

Not sure this is the right place, but I am stumped. The following Tanzania stamps, Scott #271-274 are over printed with "Caribbean Royal Visit 1985". The over prints are both Silver and Gold. The Caribbean Royal visit took place between 9 Oct 1985 and 4 Nov 1985. They did not get anywhere near Tanzania. Not sure why the over prints are on Tanzania stamps, nor why they are in 2 different colors. Any ideas?
