My first question would be -
are you sure it is perf 14??
My 2013 Scott shows this stamp as postal tax stamp RA8 which has a compound perf measurement of 12½X13
and with watermark 229, which is the wavy line type you mention.
Watermarks on these can run either direction.
Your image of the stamp on your perf gauge looks a bit off...?

I checked the perforation again. It is a shade less than perf 14, but closer to 14 than to 13¾.
Good to know about the watermark varieties.
A similar stamp is RA18, with perf 11 and no watermark.

I've run into this issue too. I have several of these 1/4c tax stamps that are perf 14 and they are not mentioned in Scott or Colnect.

My 2008 Scott Standard doesn't list this Colombia ¼c postal tax stamp with perf 14 and a vertical wavy line watermark. Just wondering if any other catalogue is showing it, and if so, with what cat. no.
